I think the website owner deleted it. Would not surprise me if the person was right. I say that because Britain is a police state mate. No joke. They send police to your house for watching TV. Arresting people for banned words. Surprise vehicle inspections. Little guy shows up asking census questions yelling at us saying I must answer or else. All kinds of crazy there. Brits were behind the Aussie gun ban in the 90's. Company Sissy thought the website was in the UK and got his knicker bockers caught up his arsehole. Glad I don't live there anymore. UKs bonkers mate. Youd not believe the hassle they put on us. Papers permits taxes inspections just to work and residence for 1 year. We got assigned a Property manager by some guy in London with no say so. She breaks in my house whenever she wants for inspection. Like a baby sitter or something. No notice. Open up or we coming in. Waiving papers at me. That's why the Americans colonists kicked them out. Coming home to Melbourne was such a relief.

SO true what @AussieRover111 stated.
UK is starting to crack down more on modified cars and trucks. Anytime you do a mod on your vehicle you have to notify your insurance company immediately.
A little 11 year old girl was killed when a left front wheel came loose and ran her over. It was off of a lifted Disco 1.

so......
you buy a vehicle but can't use it on public roads unless you register it. private land, do what you like. but registration fees help pay for the public service. that's true for australia, the u.s.a., the u.k., and i think probably the majority of other countries.
similarly, in the u.k., you buy a tv and you can connect it to non-public sources all you want (use it as a monitor, only watch streaming services or discs, etc.). connecting it to a public source like over-the-air broadcasts requires a license, because that's how the public service gets funded. that's just how the model works there.
how they enforce it may be rather authoritarian, but the underlying philosophy is reasonable to me.
