Failed TX inspection

Question Failed TX inspection

No CEL
Replaced purge valve 500+ miles ago
Replaced SAI solenoid (for p1412 and p1415)

Recently returned from Turkey day road trip. Several starts and stops, 500+ miles since last CEL reset.

UltraGauge shows only 1 pending p0441, even after purge valve replacement. I suspect gas gap?

The report says "EVAP: Not Ready" and "2nd Sys: Not Ready".

New plugs and wires within last 2k miles

I also recently replaced the CKP sensor.

Not that any of these are related, just mentioning.

Battery has not been disconnected in a long time.

Any ideas? MY2004.

Working on it, but I don't think thats gonna happen in -26 days (as in the # of days its expired)

Your EVAP system should have reset after that long of a trip.
Gas caps are cheap.
Sorry I have no real answer.

Default p0441

Cross posting in hopes of a solution.

Did a bit of troubleshooting on this today. Still getting p0441, still can't pass inspection.

Here is what I've done.

-Truck running
-Purge valve connected normally, removed cap from air filter canister (RH side by the SAI pump)
-Removed little lawnmower air filter looking thing, stuck my finger in there, felt plenty of vacuum. (blew out the filter just for grins)
-Truck still running, disconnected the electrical plug to the purge valve
-Stuck finger back in the canister, vacuum was still strong (IE: no power to plug, and it was still open)

-Shut truck down, removed Purge Valve
-Connected 12V+ to pin1, 12V- to pin2 on the Purge valve, while blowing air through with my mouth. Was able to feel and hear the valve operating normally/modulating as I connected and disconnected the 12V- (I assume the valve is functioning normally)

-Took my multimeter over to the actual plug harness where the Purge Valve would normally plug in.
-The most voltage going through that plug is 7V

I'm wondering, what would case the plug to only issue 7V?
RAVE says the valve needs 12V+ and then modulates the (-) to cause the valve to open and close.
I checked fuse2 and it is a 15a fuse, and not blown.

I'm thinking that this 7V is not enough to make the valve operate normally, causing my P0441, and also possibly the little rough idle.

Thoughts?

Go to an inspection place that doesn't suck. Seriously, TX is about the easiest state to get an inspection. I've never had to do more than turn signals, brake lights, headlights, high beams, horn, then get a sticker written.

12 volts across the pins or pin to ground?

We are doing GREAT!!
House prices are down, new construction is up, Art Prize is awesome, more casino's are going to be built, great schools, lots of church choices...we are doing great.
Or did you mean our second largest city, Detroit?

+1 on Street Wolf's suggestion. If my friend's catless, ECU-swapped, code-throwing high-HP Lancer Evolution could get a sticker, so can you. Hint: try the shops that say "inspection while you wait" with the sign-twirlers outside
