Default Fog lights and front defrost not working.

More obscure electrical issues...
My front fog lights and front defroster are not working. There are no blown fuses, and I've swapped relays under the hood to no avail.

I did just replace the ecu and bcu and had a local aho sync my key fob to the new bcu. I'm positive the both worked prior to the computer swap and I'm fairly certain they were fine before the key sync. Are these systems controlled by the bcu? If not, what the hell would cause just these two to stop working at the exact same time?

Hey guys, I've got more symptoms and could really use some insight. While searching for the cause of this fog light/defrost issue, I've discovered that my auxiliary cooling fan isn't coming on with the A/C. The fan is new and was working prior to these other symptoms so they are probably related.

Also, weeks ago I had a problem with my shifter interlock solenoid, and removed it. While exploring the fuse boxes last night I found fuse 21 under the dash blown, it was also blown when I first discovered the fog light/defrost issue so I replaced it and noticed to difference so forgot about it. So fuse 21 which is related to the interlock solenoids keeps popping. Don't know if it's related but I'm beginning to learn that anything is possible with British electronics.

Other than fuse 21, there are no other popped fuses and Ive swapped the related under hood relays with known good ones and can't identify any bad ones.

more data. it would seem that the fog lights, defrost, and condenser fan fall under the domain of the bcu. Someone on another forum years ago said that these systems have to be "cync'd" with a "new" bcu. is this true? it would make since as i do indeed have a new bcu, ecu, and gauge cluster...
