Took Fuel Pump out turn key to On postion motor engaged for 15 second. Before took out the Fuel Pump I had no pressure on the Fuel Rail. Could it be a clog fuel filter?AJ

Yes it could be. That is whereI would have started.
$15 at AutoZone, behind the right rear wheel.
This is assuming that you have a DI. DII's fuel filter is inside the fuel pump and is replaced when you replace the fuel pump.

For the 15 second that the Fuel Pump was on the pressure was weak. Is that normal at start up?AJ

Was the weak PSI at the fuel rail? Or directly at the pump?

Fuel filters always need to be replaced nut I don't think that is causing your problem.
When the pump does run, what is the fuel pressure at the rail?
Are you sure your relay is OK, they are know to cause issues?

Yes it was. I took out my Fuel Pump it engages but the PSI is weak going to change pump motor and Filter. Before I took it out the Fuel Pump check pressure at fuel rail there was no pressure.

So with the OLD fuel pump you have no PSI at the rail and weak PSI at the pump?
You have yet to install the new pump?
Is this correct?
