It is on the fender support under the hood on the passenger side. It is on a bracket with another relay. Near the ECU. Basically, if you go to the center of the support you'll side a big, black plastic "box." It located from the box towards the firewall. It is in the factory manual under the 19-5 if you have it. If you can't figure it out, let me know.

This Disco is is fantastic condition, has had all its services, every 30k, engine runs so smooth you have to look at the tach to make sure the engine is even running it has 91K on it and I am the second owner I think. Anyway, sometimes when I start the Disco, it won't start, but if I cycle the key 2 times then it starts right up. I have changed all the plugs, wires, fuel filter, oil, ecm coolant temp sensor, and the fuel temp sensor. The Disoc has tons of power, so I wanted to check out the fuel pump relay. I think I found it, is it a black box with two connectores on the bottom ?

Should I replace the fuel pump too

What you are describing is not a relay problem. It is the valve assembly in the fuel pump that is designed to maintain fuel pressure when the engine is turned of. I believe yours is allowing the fuel in the fuel rail to bleed back into the tank so your engine has no initial fuel to start on that is why you have to prime the pump by turning the key on and off.

It will not leave you stranded, may get worse with time but won't cost any more now then later.
