Is this a good buy?
I see that it has the bags converted to springs and he says that he recently redid the heads too. Other than that, what do you think of this? Looks super clean which is obviously a plus and a good sign that the car was taken care of at least a little bit and not just totally neglected. And if he's already taken care of the major stuff than that's nice as well.
Another concern I have is that although I'm would be purchasing in LA, I would take it up to Boise, ID for school so I'm not too sure how easy it would be to find a good LR mechanic in a MUCH smaller market.
What jumps out at you guys? Anything in particular?

Considering it was once a $40,000 vehicle, $4k is not such a bad deal.
While these things go cheap because the general market doesn't like the maintenance issues, some perspective is needed...
If you take it to an area with no LR specialty shops be prepared to do the regular maintenance yourself.

It's fair market price, but I don't live in LA, over in MI it's listed as $3000-4000 depending on condition.
It looks super clean and nice.
Check estimated car value price online for that area too.
P.s. Only get a land rover if you have the time, patients and money. It's a good truck if you take care of it. I have already learned how to change alternator, belt and radiator return hose on my Disco ll. great truck to learn from.

145k miles? Everything that normally breaks has already been replaced around that time, if not, your in for a lot of money being spent in just repairs. 130k is when the motors external components fail imo, so ask for service records. If not, I'd pass. I put roughly 3k into my rover, I bought it for 4k.
