Default Handbrake is broke

I have had my handbrake disconnected for a couple of years. I had it in a the dealer for a quote on a brake job. They looked it over and gave me a $2000 quote. I almost laughed at them and asked for my truck back. When I started pulling away the parking brake would grab and then let go. I immediately turned around and asked them what they had done. The handbrake would not fully release so they ended up disconnecting it. I have not been back to the dealer since. I have plenty of time on my hands right now after being laid off and was wondering what the problem could be? When it was connected I would try to push the lever off and it would pop up a couple of notches and the brake light would be on. After engaging the handbrake it was hard for it to dissengage even holding it all the way down. Does this seem like a cable or is something sticking inside the drum? If inside the drum would I need a impact driver to remove the screw? I tried searching with no luck, any help would be appreciated.

good find. I've been wondering how the rover E-brake works with the driveshaft. It looks like a standard drum brake, not that complicated.

Thank you lipadj46 that is an excellent write up for the drum side. Does anyone have anything on how to adjust the cable from the handbrake. I am thinking that it is probably something in the drum not allowing it to release. It always worked fine untill this one incident. I am hoping that if I just clean it up and readjust that maybe it will work.

malmberg, get under your rover (be sure to use multiple wheel chocks since you have no E-brake) have somebody get in the rover and work the lever. Maybe you can tell whats going on with the cable. The one thing I can think of and this has happened to me on an old car is that there is grim/mud in the jacket that protects the cable not allowing the cable to move.

I think that I will need to rent a impact screwdriver before I rip off the driveshaft. If the screw for the drum brake is anything like the one for the rotors I won't be able to get it off without it. Tommorow I will rip it apart and take a look.
