Air temp has nothing to do with this problem, that valve is failing and you will be needing a new pump, sooner then later.

Ok, this will solve your problem, when ever you start the truck, BEFORE you try and start it turn the key "ON" and wait a few seconds, then start the engine.
Your fuel pump just needs to have time to get fuel up to the fuel rail.
Eventually you will need a new fuel pump, but wait until it gives you huge fits.
This may take a year or more, it may happen next week.
But when you do need a new fuel pump it is a easy DIY job.

As always Gentlemen, thank you bery much. I will start searching for for the fuel pump replacement threads. I did one on my Silverado last summer, pain in the tail and expensive (oem pump $550). Ended up just pulling the bed off of the truck, easier than dropping the fuel tank. Again, thanks much. Phil

On a Rover there is a access panel in the cargo floor, roll up the carpet, open the hatch, remove the fuel pump.
30 mins and shes back on the road.
