If so, the newest SLABS (ECU that controls antilock brakes, traction control, and those sorts of things) does have a 3 beep signal that the 99-02's do *not* have as part of a self-testing function upon startup. Usually it does then when or just after you start the car. It is likely this, or some sort of oddity in the SLABS ECU causing it.
I have had a # of D2's and I have had an 03 that also beeped 3 times randomly without warning lights, and this is what I determined was the issue. I never fixed it, and there were never any ABS codes in the SLABS box.
How long have you owned the car (is it new to you?). When you start the car, do the ABS, Traction Control, and Hill Descent Control lights come on? One possibility is that there's an actual fault and someone selling the vehicle (less than honest dealership etc) removed the light bulbs so -- you're hearing the warning, but no warning lamps. This has happened many times ! I borrowed this pic from online google search btw.

I recently bought the jeep and it turns out that some things are not working. These three lights do not light up and the lowering system does not work.
How do I fix these systems.
If so, it's more a raising system than a lowering system. It raises when you press AND HOLD for a beat the SLS up button just to left of climate control. And then it lowers when it's pressed again. That's about it. Do you have that button? (take a pic of your buttons if you need help identifying)
If you have the Three Amigos lights on your dash, hill descent will not work.
There are hundreds of threads (literally) about diagnosing and fixing these issues on this forum.
If he doesn't stop calling it a Jeep I'll recommend a boycott.
The three tones at startup are completely normal. It's part of the system self test.
How do you know Hill Descent Control doesn't work? Have you read the Owner's Handbook to learn how to use it? What happens when you press the Hill Descent Control switch.
