It will...its just that the temps at your sensor arent the same at the thermostat yet.
When you boil in water the temps are the temps...
With your car, your reading the sensor temp...it may have not gotten quite that hot there yet.
People are getting too scared to let their engine warm up.
My rover doesnt go over 206.6 idling. It took a 1/2 hour yesterday for the fan to kick on.

If your stat is closed....the temp keeps rising. If it settles somewhere like 211, it's because there's air in the system and you've replaced coolant with air.
When you overheat it's because the stat is closed OR too much air has gotten into the system.
A closed stat wont sit there for 30 minutes and not raise the temp. At least in my 30 years in a radiator rebuild shop have I ever seen it.

Well guys. I feel sick.
I just got under the Rover to check and make sure everything is ok with the Crank Position sensor due to a no start issue, and lo and behold. The Driver's Side Head gasket is leaking oil back by cylinders 5 and 7.
I am not sure what to do to be honest.
