Is it normal for heat to come out near your feet while driving when the climate control is off? My Isuzu Trooper used to do this, but not as much heat as my disco II. Gets very annoying in warm weather.

It is not normal, sounds like your control head may be on it's way out.
What happens when you turn the unit off, does it still blow hot at your feet?
There is a self testing program that will test and give you a fault code. If you are interested let me know and I'll try and find the test for you.

It does not blow , but rather "leaks" hot air after driving for a short time. If the climate control is off, heat seems to slowly come out near my feet like its being forced in by outside wind through the system.
