I had to get my windshield replaced under insurance for Clarkson, my 2004 Disco. Only thing they had was a heated windshield and they installed that. So I got the two fusses, the relay and the switch and then I had the ECU programmed to enable the heated windshield timer. Luckily at no cost. So I’m going into my new heated windshield for basically $15 😂….not so fast! I went to pull the blank switch from the front heated windshield switch position, and there was no wiring behind it! I pulled the blank switches for where the air suspension and gasoline release door button should be, and there were wires in those positions. So the Land Rover gods played a cruel trick on me today. This is an SE so maybe they just didn’t put that wiring harness installed?
I went to my 03, which is an HSE7 and I pulled the blank button for the front heated windshield, and there was a wiring harness there. Interestingly enough, there was no wiring harness connected to where the fuel release door should be. Crazy! 😜 so I guess I’ll be waiting for window replacement for the 2003 then I’ll get the heated windshield….
Sorry if this is an silly question, but did you look around back in there to see if the plug was just floating around and hadn't been plugged into the switch? In my understanding, the Disco's all had the same wiring harness, and the options are just turned on/off via the BCM. Might be worth your time to pop that section out of the dash and look around a bit?

I pulled the pod out and it’s the only wire plug that’s not there….nothing else hanging loose back there. Strange.
See the green plug that's plugged into the middle switch on the bottom row, looks to be a blank switch..... what's that one for?
That one is for a fuel door release button. The one to the left of that on the bottom row is for rear air suspension off-road mode. Very weird to me that it has all of the wiring available for every available switch option except for the heated windshield.

I don't believe it. Why would they have installed the wires for the windshield itself, but not the switch to control it? I don't think they did. I bet it's in there somewhere. Someone had the dash apart in the past and buried it back there somewhere, I'm thinking.
Yeah, it’s there. If this is an ‘04, the fuel door release is up on the cluster surround. In my ‘00, the fuel release door was on the center stack in the middle, lower position of the 6 pod switch deal you’ve pulled out. In both of my ‘04s the middle lower position is a blank.
My ‘04 HSE came out like this:
The green plug was of course for the windshield and it was easy peasy to install- relay and fuses and such were already there.
Looking again at the pics you posted, you have a blank in the middle, lower section, so I’m a bit confused. I think you mentioned it was an SE too, which makes it even more confusing. You might have to pull out the entire center cluster to look around in there, but I’d be virtually positive it’s in there.
