Ok, I think I am at a loss at what to do next. what is the rave manual is that just the D2 Workshop Manual thats like 1500 pages?

Yes. The Rave is the factory workshop manual with complete wiring diagrams. The diagrams aren't that hard to follow after you understand what the symbols mean and I think there is sort of a tutorial in the Rave on how to read the diagrams.

Basically you are going to have to use your multimeter to check for continuity in the wires to make verify something isn't grounding out, etc.

This is the only diagram i found in the manual. (see attached)

1 BCU
2 IDM
3 Front wiper relay
4 Front wash / wipe switch
5 Front wiper motor assembly
6 Front washer pump motor
7 Variable delay switch
8 Rear wiper relay
9 Rear wiper switch
10 Rear washer switch
11 Rear wiper motor
12 Rear washer pump motor
13 Headlamp power wash relay
14 Headlamp power wash pump motor

I can't find a way to attach the picture from my Rave because I am opening it through a Windows emulator as I am running Linux .
Page 410 of one PDF (elt030e.pdf) on my version (under Electrical Library, Connector, Connector views) shows the C0292 connector behind the fold down cover under the steering wheel.
Page 144 of another PDF (cdlt030x.pdf) (under Electical circuit diagrams, Header joints) shows the wiring diagram for header C0292.

Kgov, here's the disconnect between what you're looking at and what lordmorpheus is referring to. Your 1500+ page RAVE is the workshop manual only. There are two additional manuals, including the one lordmorpheus refers to, that cover the electrical systems in excruciating detail. One has the circuit diagrams and the other has descriptions of the systems plus photos of each of the many, many connectors (Electrical Library). They can both be downloaded here.

So you know, when you download and open those manuals there is a few pages that explain how to read them. I thought I didn't need to read those pages, I've used the diagrams for other makes tons of times. Welll......

I have read the whole electrical manual a couple of times now!

Ok, I have looked through the rave manuals and looked under the steering wheel area where the connectors live. From what I have read I am looking for the Connector Header 0292. The electrical diagram shows that its on the left however thats for RH drive I believe as when I look at my truck everything looks flipped. I am having some trouble locating it. From what I read the wires I am looking for are green/slate and are pin #11,12,13,14. These are the only ones related to the wipers and the rest are for the door locks which all seem fine.

Is there a way to identify the header in a more accurate way?

When I find it can someone tell me what is the process of testing and repairing it is?
