The the fluid in the power steering fluid reservoir is swirling around like someone flushed a toilet. I have never before seen something like this...any idea whats going on?....maybe it is unique to rovers?

Our fluid bottles, don't just hold the fluid in reserve, they allow it to recirculate just like you coolant bottle does.

Ahhhh ok...that makes sense. Power steering works ok. It isnt super easy to turn by any means but it doesnt feel like manual steering either. Are rovers know to be a little stiffer as far as steering goes?

No, a Rovers steering is lighter in my opinion, easier to make small adjustments when off roading.
Do a fluid flush and that will help steering feel.

Wow, ok, mine is definitely harder to turn than most others vehicles I have driven. Harder than my suburban even. Looks like this will be something I will be doing sooner rather than later!
