So perhaps installing on only high beam and/or fogs when neither behind or in oncoming traffic makes sense. All about being courteous and safe. There are times when more light keeps you safe(er) but not at the expense of others being temporarily burned. The option is of course is Hellas or other auxiliary lights right?

Did you disassemble the housings and attach/fit projectors into them, or just swap the bulbs?

On the 03/04 style headlamps the spread isn't horrible to begin with, and will not blind or even bother other drivers with even the lowest riding of cars on the road. I've been running them for over five years now in my Discovery and have had other drivers flash me perhaps two of three times in six years.
The whole "you can't run them" "you'll blind other drivers" "HIDs in halogen housings club baby seals" mentality is a bunch of bull.
Here's some pictures from six years ago with them pointed at my own car before they were even adjusted well.

Not sure why you posted the two photos, all they do is prove points made by the NHTSA, other traffic safety governing bodies and lighting engineers.
