Idle Air Control "Plunger"

Idle Air Control "Plunger"
I removed the Idle Air Control body from the intake and cleaned it out with carb cleaner and q tips (looks great)
I noticed that the part that is black with an electrical connector has a "plunger" with a spring
The spring is rusty and I cannot move the plunger at all back or forward, even when applying a good amount of force
should this move much at all, and if so should it move by me pushing on it?

(trying to fix idle issue of when car is @ operating temp it will go from 1000rpm idle to 200rpm then bounce around a little bit for about 30 seconds then stall)

shoulds this move easily? (by pushing and pulling with my hands)
Mine will not move AT ALL with my hands
