Looking at a Disco Today
1. 91k miles
2. Has Dexcool in it
3. Idling at 217-220°
4. On interstate temp drops to 197-199°
5. Coming off interstate starts heating up to 204-207-212
6. Fenders need to be refinished per normal
Water pump and radiator replaced at 40k.
Thoughts? Has a 195° thermostat in it.

Also has a rattle in the left vent, when going max A/C it kind of rumbles (like I can hear the a/c fan spooling up pretty aggressively), and right after the interstate drive the 3 amigos kicked back on after supposedly being fixed. Right turn signal, the first time I used it, it took a second to begin clicking on the dash which was odd, did it one other time but the rest of the time it was fine.
Trying to check my gut here.
also has had the valve cover gaskets done. No leaks.

"How loud should the AC/Heat be when turning it on?"
If it is loud enough that you noticed it being odd, probably too loud, which is most likely debris in the blower fan cage. One thing that will lead to this is running a long period of time without a plenum filter in place... Not a deal breaker but always good to see if the plenum filter is there, just below the cowl under the hood. Long strip of grey foam going across the whole vehicle. If they don't bother replacing that it can tell you something about the maintenance. I see a lot of pics on here of folks running without them, it isn't unusual, but it does allow all manner of debris into the fan basket.
