Loud warm up noise

So I opened up the SAI pump today.
Here are the pictures.

As you can see, the filter is quite new, it holds up well and is not deteriorated. Its still very firm. I did not changed it out.
Does anyone know why then the truck is still very loud when warming up?
Could it be something else besides the filter?

My guess is the pump is hitting its life expectancy. Mine was doing that about a year ago than stopped. Turns out it won't pass emissions without this working properly. I am wondering if it is possible to rebuild, as it sounds like it might have a bearing that went bad.

The "vacuum unit" is called the Secondary Air Injection pump.

I had the loud warm up noise too. my SAI vacuum worked its way loose and I found it further below in my engine compartment. It appeared to still work, but had some burns on it. I re-mounted the SAI vacuum, and bought some vacuum hose connections and hooked it all up. Now that everything is hooked up again, I dont hear a loud warm up noise anymore!!
How do I get the Check Engine Light to turn off now? Do I have to bring it in for that?

So after reading this post, I went to take a look at my SAI pump, and apparently I do not have one!! It looks like at some point it was removed by the previous owner and never replaced.
Do y'all think this is an issue? Should I have one ordered and installed? It has passed an emissions test, and from what I gather here, the SAI pump is to help with emissions, so maybe I will be ok without it...
I originally checked this post because I have been having problems starting my 02' Discovery. Once it is started, it seems to run fine.

Follow up- For those of you that discovered that your filter was deteriorating and replaced it. How is it holding up? I just took mine apart at 51k miles and it's falling apart at the touch. I noticed that the SAI pump was getting louder and found this discussion so I decided to take a look at my filter. I'm hoping that the filter is the only problem and the the pump bearings are not going bad too. Time will tell.
The thing that I did notice is that living in Florida most of the ownership years and being parked outside the entire time has wreaked havoc on the plastic conditioning. Examples of things I've seen crack or deteriorate:
- Front/ rear stock bumper (cracked)
- Both A- pillars (cracked)
- Windshield shroud (cracked)- filter under hood long strip deteriorated and fell out
- Dash drawers springs broke off posts
- SAI filter (deteriorated)
- Vents blowing out green foam thin insulation (guessing it's the lining of the ducts?)
- Rear Bumper caps installation clips broke (deteriorated/cracked)
- Gutter covers (cracked) various spots
- C Pillar- clips (cracked) had to epoxy them back
- Air Cleaner elbow between t-body/MAF cracked at nipple for SAI hose
- Air box- All of the clips stress cracked due to heat
- Head liner- foam deteriorated over time almost glue-like
