point of reference, when my insurance company totaled out my stock '04 we were paid $6,000.00.
of course, i bought it back for $600.00 and then spent another $1,000.00 to fix it myself.

My insurance says it can only use sales of rovers as examples that are with 100 miles of my zip. Also I cant use Ebay or Bat since they dont count them as actual sales.
There is a company that they use called CCC ONE who just keeps saying "The car is 19 years old" over and over...he clearly doesnt understand the following Rovers or the value. I am also appalled at the lack of communication between the appraisers and all the people that are talking to us. They dont even agree on the things each of them tell us. The first guy valued the brush guard $1920.83 and the Rover about $3000...now this last guy says hes not giving us anything for the brush guard.

I also requested a buy back price. If I can buy it back for a good price, I'll buy another and swap the parts and be happy again.
Idk why my insurance is being so picky with me, its customer, it's going to get a certain amount back from state farm. I realize state farm wont pay too much and USAA may just break even but I am their customer.
All that aftermarket stuff on that D2 = yours, they aren't giving you $$$ for aftermarket parts unless they say so. In that case you have the right to pull whatever you want off of it if you let it go.
Gross. Usaa. I’d rather deal with state farm. Have you called them? It’s clear that it isn’t your fault. USAA is lying to you about “only able to use info with in 100 miles”... unless you have some bogus state law in place that lets insurance hide behind that. I had a fairly uncommon Lincoln MKT with the twin turbo. State farm found only three in my “region” (which was like 1/5 of the US) with similar features and mileage and age sold in 2020. I was able to point out that they were nearly 800 mikes from me and before corona used car prices and gain some more value.
I would attempt to work with state farm. They are who should be paying. Tell them to hurry up or your going to get a rental until they pay for their clients damage. This is to be used as a negotiation and not a threat. Calm and firm and only saying things you can back up is the only way to deal with insurance.

they are supposed to fight for you in theory. If you have an uninsured/under insured policy in place... you can pay your deductible and hope that they go after the other persons insurance... but with this dollar amount I don’t know that they would do that or help you recover your deductible when the smoke clears. So I would skip your seemingly unhelpful middle man and deal with State Farm directly.
My uneducated guess right now is to aim for $4500 due to your aftermarket stuff installed. Provide insurance with prices of all those doodads and what they cost to replace....and buy it back for $800. Strip the accessories and stuff you want and let someone drag the carcass off. It doesn't look worth the time to fix in my head.
Years ago, i had someone sideswipe my 93 f250. It scratched the two tone paint and barely bent the lower plate edge corner of my ranchhand bumper. Repaint on the undamaged sheetmetal and a $2000 bumper before two techs installing it came in above the current worth of the vehicle. They gave me a check for 3600 (4400 minus 800 buy back) on the spot from the adjuster inspecting the vehicle. They never even wanted to see my title. I drove it for years after that. Yours isn’t quite the same as it is not really worth rebuilding but I believe with the aftermarket equipment documented you can get the value way up, and get a check so that you can move on.
