Main problem is 3 amigos
I made the mistake of taking my truck to the stealeship for codes, because I did not know any better at the time (got my '99 Disco 2 last October). It seems they said the ABS modulator was defective and needed to be replaced, but at a cost of $2500 just for the part, I started looking at other options. I purchased a unit from a 2000 Disco 2 from Roverland parts, and took it to my mechanic. He replaced it but cannot communicate with the SLABS ECU. Is this because he does not have the appropriate scanner / diagnostic tool?
Also, he mentioned something about programming the ABS modulator, and I am not sure what he is talking about, since most of the threads on these forums that I've seen make no mention of programming the ABS modulator. MY question for this is: In order to clear the ABS codes, does the dignostic tool get connected to the ECU, or somewhere else.
I am planning on getting a Hawkeye, since I have already done quite a few of my own fixes, but I have to rely on the stealership for initial diag's. I do not have a local LR shop near me, unless someone can point one out in the NYC area. thanks all.
1999 Discovery series 2
Changed intake gaskets and O2 sensors, reupholstered headliner, changed out both leaking sunroofs, replaced air suspension bags, front shocks, steering damper, and now working on this issue.
Don't know what's next, but...

I got the RAVE manual a week after I got my truck. It's been invaluable! I went to Rover Point last week because my heater wasn't blowing hot air. I get cold easy, so I took it in while I was driving home from the city. They told me I needed to change the heater Matrix ($200 plus 5hrs labor), and that the radiator was clogged ($692, dropped to $450, plus 7 hrs labor). The total price ended up being $1300! I am not a mechanic, I fix phones, but I decided to take the dash out (Thx to the RAVE manual) and work on the problem. It took me almost the whole day, but I got the heater matrix out and flushed it with my garden hose for close to an hour. Once I put everything back, my heater was fine.
Thanks for the references, I will check with them later this afternoon.

Check out this link to a fix for the ABS modulator... http://www.landroverclubvi.com/absmod.html
If your ABS codes aren't caused by bad hubs, ABS sensors, chances are that it may only be the poor electrical connections INSIDE the modulator...
get the codes read so we know what you are dealing with

Save your self some grief. When you get you new scanner, do a read and clear thru the OBD2, then there are a couple good write ups on opening up and repairing your own module with out braking the bank. When you get ready, shout.
In the mean time, are your brakes squeaking, if you throw a panic stop from 30 MPH on a loose surface, can you feel the ABS pulsate thru the brake pedal?

I went out this afternoon and tried a panic stop @ 40mph on a pretty wet street. I do not hear any squeals or anything from the brakes. I slammed the brakes with as much force as I could generate and held on for dear life. I did not feel the ABS pulsate, nor did I go into a skid. I forgot to mention that I also changed my front brakes and rotors last week. Tires are 18's that I have put 10k miles on, so traction is pretty good. I'm not sure if any of the additional info is helpful, but my guess is that it won't hurt. Thanks for all the suggestions and links, but I already changed the ABS modulator and the old one is in the cargo area (please see my first post). I am guessing that the scanner he has is a plain OBD2, which I know will not clear SLABS codes. I will have them cleared tomorrow, since that was the recommended action from LR last when I took it in.

Update: I had ethe ABS modulator replaced, as stated above, and cleared the codes I received with the ABS Amigo I ordered ( Hawkeye was out of stock for a week or two). Since that replacement, and clearing the codes, ABS is working fine, and light have not come back in approx 100 miles. However, I would like to know if anyone has any recommendations for the following codes I received. Here is what the ABS Amigo log reads:
1.--Current Faults---->
Active Faults:
None
Logged Faults:
016:Shuttle valve long term fail
020:No batt supply voltage
022:ECU Gnd or Reference Gnd bad
040:Pump relay open circuit
114:Shuttle Valve Electric Failure
<-END Faults
Any help would be greatly appreciated. Thank you.
