Need help knowing what a button does...

I'm in the Pee Dee area of South Carolina and this has been a freak year so far with two accumulations already. First one we had 3.5 inches here. We do have real blizzards (by our standards), but extremely rare. I remember 24 inches in 1973.
Back on topic, I always thought they should be listed as Rear Fog "Safety" Lights\Lamps. I also thought at first that they illuminate for rear viewing, as opposed to being for the benefit of avoiding a rear collision.
