On the headlight washers: the pump is very buried under the front bumper. I had my bumper off and so wish I'd thought to buy a new pump ahead of time. No way I'd do that job again just for wet lights.
Original had corroded badly enough the motor was split.

Thats a tough one, The only thing I know that will cause poor performance with no check engine light is poor fuel. What have you been using? What did the previous owner use?

An injector fail or misfire would cause a code.

Could be gummed up fuel system or just bad gas but that is just a guess on my part since it is not generating a code. I have experienced weak performance from low grade fuel before though. That point is apparently debatable around these parts.
