You clear the error code. It takes time for the ECU to observe certain drive cycles until the emission control system is ready to give results. Before that you can't smog and don't get this error code. The required drive cycles are described in the service manual. It took me about 30 miles driving different situations (city, highway).

I only use Bosch purge valves. I often get error codes with the "others".

Default She passed NJ inspection

Just wanted to provide an update in case it helps anyone. I started with a P1170. Looked for air leaks in the suggested areas and found a crack in the weld just upstream on the drivers cat. $100 to weld it. P1170 Code came back. Switched upstreamO2 sensors to see if the code would change and broke the drivers side harness receptacle. Panicked, but was talked off of the ledge by a mechanic friend. Replaced the receptacle, pretty easy fix, using $11 harness from eBay. Code turned to P0441. Replaced purge valve with Bosch. Drove 65 miles and still no light. Just passed nj inspection. Thank you all for your help!

FYI. Washington State stopped doing vehicle smog inspections a couple years ago, since modern cars are very good about emission controls, and there are fewer old cars (like ours) every day.
