Default P1590 Code

I have a 2000 Rover with the three amigos lights on. This just had a new head gasket installed and when my brother inlaw picked it up for me (I got the rover from him), he put some gas in it with the rover running, after that the three amigos lights came on (I don't know if thats an issue or not but am throwing it out there). When I was doing some under body investigating I noticed a wire behind the driver side wheel was cut (I think this is an ABS wire) I have repaired the wire but the lights are still on. I had the codes read and it said code P1590 Manf. CNT, RL Idle speed control, crank sensor. Does that mean anything to anyone? What can I do to get the lights off? It seems to run as it should but I would like to fix the issue if possible.
Thanks,

You were told wrong, the 1590 is a rough road/ABS code indicating your 3 amigos have come to visit.
So do you have 3 warning light on the dash all the time or do they come and go?

Default Three Amigos

Yes I have the three Amigos, they stay on all the time, no flashing but they don't go off.

He doesn't mean flashing. He means sometimes are they off? Like when you turn the car off and back on do they stay off for a little while?

Default They stay on

When the car is on the lights are on. Since they came on, they have not ever gone off. My brother has a code reader, we tried to clear the codes with that but every time I turned the rover back on the lights came back (I have read that I may need a higher end code reader to clear the codes) Any recommendations as to what I should try? The cruise control doesn't work, could that be associated with this issue?
Thanks,

Default Other fix worked

Just an update, When I would put gas in my rover it would take forever, I asked what to do on this forum and was told to put some gas cleaner in the vent hole, I did that and also shot some compressed air in there and now it all works. Thanks all. Now if I can figure out the three Amigos I'm good to go.
