Default Park brake won't release

I have a 2001 Rover and changed my trans fluid yesterday, everything went well but when all was done I couldn't get the park brake to release all the way. The park brake doesn't seem to hold the rover in place but it doesn't seem to release either. How do I fix that?
Thanks,

What do you mean release all the way?

Default Clarification

I can drive and the park brake doesn't stop the rover but the lever won't go all the way down. I drove around and it seemed like the rear driver side wheel was hot so I'm guessing it is dragging a little.

So everything worked great before the trans fluid change? If this is the case, my next question would be where did you jack the vehicle up from?

Default Park brake

I really don't think the trans fluid change has anything to do with the park brake, I think this is the first time I've use the park brake (I used it while the rover was in neutral while I added fluid). I didn't jack the rover up. Is the park brake operated by a cable like most "normal" vehicles?
Any help would be so appreciated.
Thanks,

Yes the parking brake is operated by a cable, my suggestion would be to get under the truck and investigate the cable for damage ie worn or stretched then lubricate all moving components and work the cable until ut moves freely again.

your prake brake works off a drum on the drive shaft, so if you have a wheel dragging it has nothing to do with the parking brake.
You could try getting under the truck and hit the drum a couple time with a hammer to see if it will release the springs, sometime backing up can release them also.

Default Update

I got under the rover this morning and can see the drum you're talking about and I think I'm seeing the cable attached to the park brake handle (the cable is covered in a heat shield). I hit the drum several times with a hammer and dust and dirt fell out. I drove in reverse down the road then drove around the block. I can push in on the button pull the park brake handle and feel it drag more but I still don't think it's releasing all the way. After a trip around the block I got under the rover and the drum was hot (hotter than the exhaust) I sprayed some PB Blaster where the cable enters the drum but I'm not sure if it can make it in. Any other suggestions? I have a bigger hammer if that would work?

Open it up and find where it is binding up. Just spraying it with pb blaster probably will not work without working it back and fourth.

Default How to get into the drum

If I remove the driveline, will that allow me access into the drum or is there more to it?
Thanks,
