Park brake won't release

Park brake won't release
I have a 2001 Rover and changed my trans fluid yesterday, everything went well but when all was done I couldn't get the park brake to release all the way. The park brake doesn't seem to hold the rover in place but it doesn't seem to release either. How do I fix that?
Thanks,

Park brake
I really don't think the trans fluid change has anything to do with the park brake, I think this is the first time I've use the park brake (I used it while the rover was in neutral while I added fluid). I didn't jack the rover up. Is the park brake operated by a cable like most "normal" vehicles?
Any help would be so appreciated.

your prake brake works off a drum on the drive shaft, so if you have a wheel dragging it has nothing to do with the parking brake.
You could try getting under the truck and hit the drum a couple time with a hammer to see if it will release the springs, sometime backing up can release them also.

Update
I got under the rover this morning and can see the drum you're talking about and I think I'm seeing the cable attached to the park brake handle (the cable is covered in a heat shield). I hit the drum several times with a hammer and dust and dirt fell out. I drove in reverse down the road then drove around the block. I can push in on the button pull the park brake handle and feel it drag more but I still don't think it's releasing all the way. After a trip around the block I got under the rover and the drum was hot (hotter than the exhaust) I sprayed some PB Blaster where the cable enters the drum but I'm not sure if it can make it in. Any other suggestions? I have a bigger hammer if that would work?
