Default parking brake

when on a lift will the wheels still spin on a 2003 discovery even with parking brake on?

With stock open diffs, I think your wheels should still be able to rotate.

thanks for replying, would like to know for sure before lowering back down and lifting the front so that the truck doesn't roll away. I think it has something to do with the all wheel drive

The parking brake is a drum is on the back of the transfer case where it connects to the rear driveshaft. You can try and rotate the driveshaft or either of the rear wheels to see if its working. If its not, it may need an adjustment. You can adjust the shoes inside the drum. I can't remember the exact steps though

You waited barely more than an hour before bumping your thread. People aren't hanging out here waiting to jump on your post.
If you don't have the CDL locked -- and since you have a 2003 you don't have CDL at all -- then your front wheels will spin with the parking brake on, because the brake works only on the rear driveshaft. The rear wheels should not spin with the parking brake on since it's a direct linkage from the wheels to the transfer case, passing through the brake drum.

But I think if it’s on jacks, also due to the open diffs, the rear wheels will spin as well.

@Harvlr nope the driveshaft can not move so the wheels can not spin. It is bit counter intuitive
