In WA they've done away with the sniff/dyno test for all OBDII(96 and newer) compliant vehicles. The emission test consists of plugging into the OBDII port and checking that all the readiness monitors have been successfully run, if they haven't, you don't pass, if the MIL is on, you don't pass. If there is no MIL and all the monitors have been completed it's a pass. (They still have the sniffer/dyno at the inspection stations but they only use them on older vehicles) they never had a 4 wheel dyno at any of the stations that I went to so it was a idle and cruise(2500 RPM) sniff test.
