Default Rear defroster and heated mirrors

Is it typical for the rear defroster to take a long time to start working? When I push the rear defrost button on my other car (04 Subaru) I can see it beginning to work before I reach the end of street but I drive for miles and miles in the D2 and its just barely starting to clear. I recently repaired some of the traces on the rear window (I got all but one to work) and cleaned the contacts but it doesn't make much of a difference. Piggybacking on that is that I still don't know if my side mirrors are heated, I suspect that they are but just not functioning or functioning at a low enough level where it doesn't make a difference.

Both systems are activated at the same time and draw from the same relay, has anyone ever heard of a relay going bad in such a way where it limits the amount of current being drawn through it?

Defrosting on my front windshield (replaced about a year ago) and rear door window is usually evident within 5 minutes of starting the Disco. However, I do notice they are automatically turned off after 10 minutes (perhaps?).

I know the heated windsheild will turn itself off in around 10 minutes.
I don't know if the rear defrost does the same or not.

Rear + mirrors turn off after some number of minutes, but it's on the longer side - maybe 15-20. I need to swap my non-OEM windshield for a heated one.
