Default SAI pump not running at cold start

My SAI pump stopped running at cold start, so thinking the pump itself was bad, I started the following thread to determine whether the SAI pump is the same for both the 4.0 and 4.6 engines (it apparently is).

Since then, I have removed, cleaned and tested the SAI pump, the SAI pump fuse box socket (blades 2 and 5) and relay and the vacuum solenoid and all are functioning properly.

However, after all that cleaning and testing, at cold start up the SAI pump is still not running, so not sure why the SAI pump socket is not getting a relay energizing control signal from the ECM (going from open to ground on either blade 1 or 2) as the coolant temp is reading at ambient air temp (80 degrees) according to the ODBII.

And thoughts on what to try next?
