You can easily test by applying vacuum to the valve while running. Pull the large blower hose off of the valve, then run a vacuum hose from the manifold port to the valve with the engine running. If it opens you will hear engine exhaust, if not you will not hear a change.

just thought I'd chime in here...I have a code P0415 coming up which is insufficient flow on RHS (passenger I believe). when the truck is cold and I start it < 50 deg I hear the SAI pump come on and the noise from the engine is muffled. after around 90 seconds this stops and noise is normal again. If it's the valve on this side that is sticking
what's the best method of attempting to clean it? just remove it and hit it with carb cleaner liberally...dry then apply a vacuum to the small nipple and see if the baffle
inside can be sense opening? new SAI pump just installed. had been getting both P0412 and P0415 before...
