Default Secondary Air Injection SAI Pump: Same for 1999-2002 and 2003-2004

I have an SAI pump on a 2004 D2 HSE that appears to have stopped running.

I am going to start troubleshooting today (fuse, then relay, then onto pump itself), but in anticipation that I might have to replace the pump itself, I have been looking at new and used pumps, and on eBay at least it appears that there is a difference between pumps for 1999-2002 4.0L D2s and the 2003-2004 4.6L.

Is this the case, i.e., that the 4.0 and 4.6 use different pumps, or is the same SAI pump used for all D2 model years.

It's the same pump. I grabbed one off of a 2004 at Pull-a-part in Georgia and it worked in my 2001.

But first... take off the air filter cover to expose a deteriorating spongey filter. I wouldn't be surprised if parts of the filter are ingested into the pump. Order a K&N 1" air filter part number filter #62-1370.
Remove the hose from the back side of the SAI pump and then spray some WD40 into the intake of the pump where the filter was.
Remove relay R6 in the engine compartment fuse box (In the RAVE manual it shows R6 as the glow plugs relay for a Diesel). Get a shielded short length wire and briefly jump the socket connections #5 & #3 to operate the SAI pump to see if the WD40 helped your issue.
If it didn't work, keep spraying WD40 into the SAI intake while briefly jumping the #5 & #3 connections to free up the gunk internally.
If that worked, the last step is to reconnect the rear hose, install the new K&N air filer and go on your merry way.

Your post helped in several ways.

First in my version of the RAV at least, the SAI relay number was not indicated. I thought it might have been the aux (R7) or "refer-to-manual" (R8) relays, not the little engine-with-thunderbolt R6 relay. So that one bit of info alone saved me a bunch of time.

That said, I did jumper the 3-5 terminals on R6 and the pump ran -- very, very noisily, like a dying animal.

As you suggested, I took off the SAI pump and sprayed WD40 inside: when jumpered, it now is still loud, but smooth. The filter, while intact, was very fragile. Debating right now whether to replace the with a K&N (sans the foam cover) as you suggested, in meantime, cut a piece of foam out of a lawn motor filter for the time being and shoved it in. I am guessing that the K&N doesn't muffle the noise of the pump as well as the foam+cover does?

However, given that the pump ran when jumpered but still does not run at cold start-up with the relay in-place (I tested the relay and it is good), I am wondering whether the ECM is not sending a control signal to the relay to close the solenoid and allow current to flow to the pump?

I also pulled and tested the vacuum solenoid and it is working fine: closed when not energized, open (allowing vacuum to the SAI valves) when energized.

Also, the RAV suggests testing both SAI valves with a combination of a vacuum pump (mitey vac) and pressure pump (not sure what that is) to confirm that they are working properly as well.
