Default Swing Away Spare Tire

Hello everyone,
I have looked around and cant find anything like what I am looking for but maybe someone can point me in the right direction. I know that there are swing away mounts on rear bumpers but i am looking for something attached to the body of the car that can hold spare tire jerry cans and maybe a hilift jack or shovel.

This is kinda what i was thinking would be good. What is your opinion on this? Do you think that the bumper mounting would be easier? If you have any ideas on this please let me know.
Thank you

Due to Discovery tailgate and rear corners design, I believe, all the pivot points for swing-away tire carriers are mounted on a steel bumper not the body that I have seen. I have seen some that swing from both sides like your picture, but from the bumper pivot point, Usually the driver's side are arm is shorter to place the tire off-center like originally design, and the passenger side longer.

So even if you were to do the hinge mounts above and below the tail lights you don't think that it would be able to work?
