Default Terrible vibration with TF steelies and lugs

Hello,

I just put 16 x 8 TF modular steel wheels and BFG KO2s, the tires are not brand new, my friend bought them for his soft top defender and was not happy with the road noise so he sold them to me. Tire shop is reputable, Butler Tire in Atlanta, they have done my other cars and they ride perfect, probably the best place in GA. They say the vibration is caused by the wheels since they're lug-centric. It's the worst vibration on the freeway I've ever experienced and the steering wheel shakes violently around 50 mph, I took it back and they rebalanced all of them but it's still no way near perfect. Should I take it to another shop or is what they say true? Absolutely ridiculous if these wheels can not provide a good ride.
