Default transfer gear box

My DI will not go into low gear. I am think the CDL is engaging when i move the shifter to the driver side (the light comes on). I got to the linkage, looked around and sure enough the bracket that connects the linkage to the low/ high switch on transfer gear box was bent to all hell. I pulled it out, heated it, bent it back, welded it, and put it back in. Now the thing still will not go into low gear. My question is this: does the solenoid on the gear box lock out low gear as well, or is that just for the CDL? when i go to test this solenoid should it have power when i put the transmission into N? I've read other posted on this matter, but they didn't answer all my questions. oh and i did spray some oil on the lever to try and free it up, but it's with out a doubt locked out for some reason.

and before someone says it - I didn't force the shifter into position and break the linkage. I get to thank the prev. owner for that one.

I do not know when the solenoid is supposed to have power but I do know that some have just removed it completely.
I think that you need to leave it in but just unplug it.

With my truck, I have to be moving a bit to be able to change from hi to low. If it is really stuck, you can remove the hi-low selector housing from the t-case and try to free it.
