Default Two Issues.

I think these may be related. I'm unable to scan my ECU with my Faultmate, everything else connects and reads fine. I've also been having a clicking coming from the fusebox, from the component in the upper right-hand corner, black and branded as a NEC part but it does not seem to be removable. Can anyone tell me what that component is and if it's likely to be related to ECU issues?

the clicking is probably from a relay

Every relay and fuse are removable in the fuse box. Read your manual or look on the fuse box cover for what is routed through the relay.

It is not one of the pluggable relays, it is a rectangular box mounted in the very upper right hand of the PCB the fuse holders are also mounted to. Ordering a new one and replacing it by de-soldiering it is fine if it's actually bad, but unless I know what it is for I cannot test it.
