I’ve got that on my frame too when they strapped mine down for the trip from Cali to Georgia.
Even though the seller swore the damage wasn’t there when he shipped off the Disco, the transportation company denied strapping it from the frame. It had to be them but we didn’t have previous pictures to prove it.

Someone did that to my 04 Grand Cherokee’s uni-body frame & it wasn’t pretty. But I didn’t notice it until I’d owned it a few weeks. I was always going to get it fixed, but never did as I was going thru a rough patch in my life & that was the least of my problems.

Not letting this one slide. Will get it fixed--my car is basically 80% restored. Two days ago it needed a paint job. Now this plus a paint job. What irks me the most is the fact that we had garage full of recovery gear, and we asked the dude if the frame was really the main point of for the connection. FYI, I have an offroad front bumper and a rear hitch with recovery points. Like seriously. That's why they are there.
Gotta say one more thing: When you screw up like that, admit it, and make it right. The dude unhooked the car, took the tip, and left w/o saying a word. Good thing today I had to grease the drive shafts.
