Freelander 2 electrical problem

My father has an issue with his freelander 2 auto diesel.
When driving according to the volt meter he has fitted it only measures around 12.3 volts sometimes it rises to around 12.8 volts and then only occasionally it comes up to around 14v.
When stationary it sits about the same and only charges fully and consistantly at around 14 ish when you open a door.
This happens with any of the 4 doors but not the tailgate.
Can anyone shed any light on this charging problem ?
It has been measured with another volt meter as well as by an auto electrician but he had no idea what the problem was.
