Default Low Clutch Bite

Td4 o5 reg, I have noticed over the last 6 weeks I have had to make sure I fully depress the clutch pedal. At first I thought it was the rubber mat stopping the travel (wishfull thinking) it's only done 25,000 miles and I got it at 14,000. The cluch starts to bite about an inch out. I am sure the C/plate isn't slipping, and the reservoir is full. Do I need to bleed it ? and is there a test for the M/cylinder and S/cylinder.
