Default Starting from cold problems (diesel)

Help ....

My 1998 2.0ltr Diesel Freelander is not very well ...

Starting from cold is troublesome ... engine cranks for anything upto 15 seconds before firing ... yet when hot no problem at all. Engine cranks well, and attempts to fire but soemthing is holding it back almost ...

Personally I suspect Fuel Filter .... and not the glo-plugs .... what do you guys think ?

My suspicion is based on Landrovers own Technical Bulletin (number 0016 dated 13/03/99) which states that poor performance / starting issues are usally linked to diesel fuel filter.

Anybody else suffer from this ?
