[Not4Noobs!] Range Rover Classic LWB engine/electrical issue

Here are the details:
1995 Range rover classic LWB
4.2L, auto
Symptoms are as follows:
Car will not hold steady idle and is very very sluggish to respond to throttle position input. car requires excessive "feathering" of the throttle to get it to rev but once above 2000rpm, the motor will rev, and run quite well.
Additionally, the vehicle is showing a CODE 17 on the onboard diagnostic computer display under the seat. I did perform a test of the voltage sweep of the output from the throttle position sensor and appears to be healthy, even swapped it with another known good unit and still displayed 17. Next i tested the resistance between the pins on the connector to the engine control unit. they were within specification. i checked for signal at the computer, and it read fine including full sweep of throttle positon. ECU was swapped from my other 1995 :-). still ran poorly. then removed and swapped stepper motors from other vehicle also, still runs poorly.
Things I have checked:
Reseated battery terminals
replace frayed wire to coil
replace ignition wires
replace cap and rotor
replace vaccum advance actuator
stepper motor
voltage at sensor
ground at sensor
swap ECU
Any input is greatly appreciated!!
