Default Air suspension

Hello all. You have probably covered this subject before but I am having a problem with my air suspension. It just doesnt fill up sometimes or takes a while to fill up. My mechanic wants to convert it to a regular suspension for approx. $1600.00. I am wondering if I should do this. Could it possibly be an easier fix then he thinks? He was making it sound like it is a multi thousand dollar project to fix the air shocks.Shouldnt he check it out first? Also my lights in the dash are real dim by the odometer.I cant even read my stereo display. He said it is probably bulbs. Is this something I can fix? I also cant get my tilt wheel back up. It is stuck down and it's hard to slide out. It is a 1999 Range Rover. Help
