Default EAS Issues Please Help!

99 P38 4.6 HSE
So this last winter the bags started leaking really bad in the cold weather. The compressor was running all the time. Put some new bags in it and system would work again, but would take a long time to fill up. I assumed the compressor had a worn out piston ring and after inspection I found a poor ring. So I bought the Upgraded compressor from Rover Renovations. Installed it today. Compressor doesn't run. Not sure if the old compressor was running at all either. I have been manually filling it with air for quite a while. Jumped the relay under hood and compressor runs. But without jumping the relay it wont run. Tried swapping relays - still nothing. Tried rangerovers.net suggestion about testing the pressure witch. I did not have any voltage at pin 13 of the EAS controller while running and empty on air. Aparantly that means the switch is reading less than 150psi and it should be running. Also have checked the EAS fuses.

This thing is killing me, anyone have any suggestions?

you might check the EAS ECU under the seat, might be faulty~?
