Getting ready for my very first Range Rover

Hello everyone!
Please forgive my possibly dumb questions as I figure things out during this exciting time of purchasing a Range Rover. Here are my questions:
I'm in interested in the Range Rover Sport new.
-Is the HSE LUX worth the extra $$$? Doesn't sound like there is whole a lot in the package.
-What would be a pretty fair deal for a new one? List is $60,895 but I have no idea how much room the dealer has for negotiating.
-Should I consider 2012 or 2013? Any huge improvements on the 2013?
-There are some upgrades ranging from premium sound system to fancier wheels. I know it's mostly subjective but is there any upgrade that you folks highly recommend?
-Do these vehicles depreciate a lot? Is it a better idea to lease?
-Is the gas consumption really bad or average?
-Do they usually come with 4 season tires? I'm in Chicago.
