Heated seats not working

Heated seats not working

Both drivers and passenger heated seats are not working. Fuse is good. I've heard that Rovers were delivered with heated seats but not activiated/hooked up?

Any ideas suggestions?

Never heard of or seen them delivered but not activated...and have or have had all models....

all NAS specification range rovers from 95-2002 have cold climate options as standard equipment.
the heater elements in the seat burn out all the time.
