I don't think my driver side heated mirror is working, or if it is, it is very slow or on minimum power. It doesn't seem to matter what the temp is -20 C or at 0 C - no action.

Any ideas on what the diagnotic steps should be to trace the problem?

Pop the mirror off and check voltage on the wires with it turned on... Then just follow them back from there.
