Default max 35mph message

I converted to spring now I have a message max 35mph. I was told to jump pins 7 to 18(ground) and then pin 25 to pin 1(+12v). Can someone explain how do i figure out which is pin 1, 7, 18, 25. Even better how can i just cancel the ECU system completely being that i don't need it. I have a 1999 RR 4.6 HSE
