Default Stumped for once.. is it the ECU??

'99 P38 HSE
Background - Past owner grenade the motor on the highway, I bought a used motor and dropped it in just fine.
Check Eng. light is on. Cam Sensor fault P0340
Starts and idles just fine.. maybe takes a bit more time cranking than I'd like but nothing too bad. Drives ok but down on power and drinking fuel like its free.

Swapped sensor with old motor, no change. Started testing wiring with sensor unplugged. Key ON.
At connector C0176 I have 13.7v on both pin 2 and 3?? I thought pin 2 should be either 0v or a small reference voltage? Ground is good.
Checked harness for damage but its in good shape.
Went all the way back to ECU connector C0636. Disconnected Grey/Blue wire from pin #20. That 13.7v on my signal wire is coming OUT of the ECU?!
Got mad at one point and started pulling all the fuses.. Fuse 44 (for the EAS) made it drop to 1.4v. Pulled every fuse from the engine compartment fuse box and I still have 1.4v if that matters.. I would think this is probably just a reference voltage.
Removed ECU and opened it up. The board and components look like they just came out of the factory.

I'm stumped on this one. Unless the ECU is fried I really don't know what I've got myself into. That's not exactly a cheap fix either. Anyone able to point me in the right direction?

Update: Still getting PO340 after changing out MAF, cam sensor, and crank sensor with OEM parts.

Does anyone know what that pin 20 in connector CO636 is supposed to be with the cam sensor unplugged?

Or have matches and a few L of gas to spare?

have you touched or verified the timing gears on this engine? I believe its off or installed one tooth off.
