If my ecu is bad, can the dealer re-program a used ecu from another D1 with matching #'s? They told me they have to replace it with a "new" ecu. I thought there were no new ecu's. I have a used ecu in great condition and would love to be able to use it instead of forking out $3000 for a "new" one.

I believe that if you install the used ECU that any shop with a T4 scanner can reprogram your ECU.

Do you or anyone else know of other shops with a T4 scanner in Tennessee?

its $15k..most likely going to be the dealership...t4 will reprogram the ecu, they should only charge an hour or so of labor....
