2014 Rover L405 5.0 SC dumping fuel out of tail pipe

2014 Rover L405 5.0 SC dumping fuel out of tail pipe, running rough, throwing lots of codes.
New battery less than 3 months old
VVTs and all supporting components including cooling were done less than 30K miles ago (143K Current) by a great rover shop local that does all the factory recommended service, we used have them for years ZERO issues.
Story:
My wife left for a 3 hour drive out of town, she ended up going through a large amount of rain and 3 large puddles at the beginning of the journey with no issues until 2.5 hours later at a stop light in town where it felt sluggish. After that about 15 min later its dumping fuel out of the exhaust and fouling out only on one side of the motor, all cylinders randomly.
after reading in my 13000page PDF shop manual, I am thinking its either ECM/PCM, Fuel Pressure Sensor, Fuel Pressure Regulator (no idea where that is located) or water in a harness connector somewhere running the show. We let it sit over night, it still took longer than normal to start (6 seconds ish) then the idle and running sounded ok-ish for a few seconds but was still high idle and still rough. it does have O2 and Cat codes after the fuel started dumping which is understandable and hopefully not damaged. started it once more before this post and its doing the same thing and all you can smell is gas. Additional codes for other cylinders on bank one came up

any insight would be greatly appreciated
