Default 97 range rover won't start

My 97 will not start, or do anything. When you turn on the key all the electrical comes on but it only makes a clicking noise when you turn it on. It has a new battery and I had the starter tested and it is good. My problem started with my battery draining and causing the int lights and parking lights to come on. It would usually start, but just barely, if overnight. I would try to put in the codes but I replaced the computers a couple yrs ago from someone out in CA and I wouldn't think the originals codes would work. It doesn't show anything on the message but the ususual door open and sunroof. I also had a friend put a tester on it and couldn't get anything to come up, which I'm not sure if all testers work on this car, but he thought maybe the comp is bad since it didn't indicate anything. Has anyone else had this problem?

Sounds like a dead battery.
Have you checked the battery voltage?
Just because the battery is brand new means nothing, batteries loose power over time, even when sitting on a shelf.
